He said that, if a UK licence is required by law, it is very unlikely it will be effective until then.
The MHRA has already been in effect for two years and, if approved, it will likely continue to use the drug in a way it was not previously authorised to use.
The MHRA has also previously required the drug to be tested and approved by the UK regulatory body, which has now issued a statement.
The drug is not approved for smoking cessation, although there is evidence that smoking cessation treatments could be more effective than nicotine patches, and a doctor's assessment of an individual's smoking history is useful.
